Job Description

ROLE TITLE: Tunnel Technical Coordinator

FUNCTION: Construction

REPORTS TO: Project Manager

LOCATION: SL1

GRADE: D

ROLE PURPOSE

To provide:

  • Front end logistical support for the planning of the tunnelling works (procurement, pre-assembly/assembly/recovery/transfer of TBM and working procedures) of the Sublot 1 at Long Itchington Wood and Bromford,
  • Long term during the construction of the tunnels, chairing daily review meetings with BBV, DJV and the HS2 Field Engineers (Shift Review Group) to issue a review of the tunnel data (TBM production/performance and ground conditions) and records of ground-surface monitoring including any third-party structural monitoring, trigger breaches, marked-up progress drawings and descriptions of works.
  • Back end opportunities for the preparation (methodology, documentation, programme, budget for the works, procurement,) of the stage 1 concrete infills (invert and walkways) in the tunnels as well as the segmental lining repairs works to be advised.
  • Management, leadership and control of a team comprising Agents, Sub Agents, Section Engineers, Site Engineers, focusing on an area, with multiple disciplines involved.
DIMENSIONS

Financial: Contribution to change control and production of contract mechanisms for cost recovery.

Organisational: Interfaces with other Project Manager, Agents and Team Leaders. Manages a team of Engineering Staff.

INTERFACES

Internal: Operations Team (all levels), Health and Safety Team, Commercial Team.

External: Subcontractors, frequent interface with Client and other external stakeholders

  • Contributes to leading periodic risk reviews and taking output forward to the Project Risk Register
  • Monitors effectiveness of the H & S Management System
  • Keeps up to date with changes in legislation and cascades information to the team
ENGINEERING CONTROL
  • Ensures that sufficient resources are allocated to the Works Section and that each has an appropriate level of ability
  • Identifies and arranges training as required
QUALITY
  • Monitors performance against targets and KPI’s in line with Project objectives and set jointly
  • Ensures site audits are undertaken and takes appropriate action on the findings
  • Contributes to appraising improvement options
  • Implements systems and processes
  • Involved in working groups focused on Improvement Areas
  • Overall ownership of Handover Documentation for Section
PRODUCTIVITY
  • Monitors performance against targets and KPI’s in line with key outputs, reporting Section
PROGRESS
  • Carry out constructive analysis of fully resourced programme
  • Ensures production of operational target programmes to reflect overall construction programme
  • Takes part of weekly team meetings to review performance on site
COMMERCIAL
  • Contributes to setting targets and KPI’s in line with budget forecast
  • Takes part of weekly cost meetings and identifies improvement areas and allocates appropriate actions to team members
  • Prepares a cost plan and manages cost v value
  • Involved in the procurement of subcontractors and advises on commercial aspects / preferred attendances
  • Produces the risk schedule for section, reviews and updates
EXPERIENCE/CRITERIA REQUIRED
  • Able to clearly communicate the requirements of a safe system of work to ensure that these are followed accurately. Suggests and implements improvements to systems

  • Holds a current driving license and CSCS Card. SMSTS qualified.

FORMAT / SOFTWARE
  • Understands sub-contractor KPI’s and has experience of using them to manage performance
  • Able to dynamically shift programme and adapt to circumstances on site whilst maintaining focus on targets.
  • Experience in the management of tunnelling operations,
  • Experienced in the management of varied infrastructure works, together with testing and handover.
COMMERCIAL
  • Used to setting targets in line with budget
  • Able to produce a realistic financial forecast and track progress against programme.
  • Identifies elements for cost recovery from others and guides junior members of staff in
MAINTAINING PROJECT RECORDS
  • Working knowledge of the NEC and other relevant forms of contract
THE FOLLOWING QUALITIES/EXPERIENCE ARE DESIRABLE
  • Strong leadership and management skills, including pursuit of formal qualification (eg ILM).
  • Wide ranging independent judgement evident, proven track record in this regard.
  • Has achieved professional accreditation (eg ICE, IHT)
